Recommendation

If a nomination only has Yes, it is clearly above the bar - no need to discuss it further.
If it has only Yes and a few Maybe votes, it is also above the bar - no need to discuss it further.
But if it has few Yes and many Maybes, the judges need to discuss it because it did not convince the majority of them. This discussion can be time-boxed, and if the debate does not end with enough conviction (enough maybe votes changed to a yes), we err on the side of not giving the award for lack of conviction.
If nominations receive mostly Nos or No/Maybe we dismiss it directly - no need to discuss it.
We tend to focus almost all our meeting time on discussing controversial nominations that receive Yes and No Votes to see if the Yes faction can convince the No faction (and if they cannot do this within a reasonable time, we do not give the award).
